Panel Member Biographies

Prince Edward Island

Robert MacArthur was appointed on April 30, 2007. He is a member of the Law Society of Prince Edward Island and practises law in Long Creek. He served over 31 years in the Canadian Forces Communication Reserve and AJAG, retiring at the rank of Lieutenant Colonel. He also served as a member of the Veterans Appeal Board and chair of the Prince Edward Island Labour Relations Board. He is active in a number of organizations, including the South Shore Chamber of Commerce, the Royal Canadian Legion and PEI Big Brothers Big Sisters, among others. Mr. MacArthur studied business administration at Holland College and the University of Prince Edward Island, and holds a Bachelor of Laws from Dalhousie University.

Frederick Mullen was appointed on April 2, 2007. He is a tax auditor and consultant with a private firm and has been an executive assistant to a provincial minister as well as planning officer, special projects officer and general consultant in private and public settings. He has been involved in a variety of community organizations, including the Tracadie Lions Club, the Tracadie Community Center and a local dinner theatre troupe, raising funds for people faced with unexpected tragedies and disasters, among others. Mr. Mullen holds a Bachelor of Business Administration from the University of Prince Edward Island and a Master of Business Administration from Dalhousie University.

Noella Peters was appointed on March 6, 2007. She is a member of the Association of Registered Nurses of Prince Edward Island and qualified to practise nursing in that province. She has over 25 years of experience as a staff nurse in hospital settings. Her volunteer activities included teaching cardiopulmonary resuscitation (CPR) for many years and serving on the executive of the Souris Striders Ski Club as well as a nurses’ union negotiating committee. Mrs. Peters holds a nursing diploma from the Prince Edward Island School of Nursing.

Ronald Profit was appointed June 18, 2008. He is a member of the Law Society of Prince Edward Island and practises law in Charlottetown. He has been active in a number of organizations, including national director of the Canadian Rehabilitation Council for the Disabled, the Canadian Easter Seals/March of Dimes, president of the PEI Recreation and Sports for the Physically Challenged and the YMCA. Mr. Profit holds a Bachelor of Arts in Political Science from St. Francis Xavier University, a Master of Arts in Recreation Administration from the University of Waterloo, and a Bachelor of Laws from Queen’s University.

Lorraine Robinson was appointed on June 18, 2008 . She is provincial coordinator for the Boys and Girls Clubs of Prince Edward Island and worked as executive director of another Club for many years. She is active in a large number of professional and community organizations, serving on the boards of the Stewart Memorial Hospital and its Community Health Planning Committee. She is chair of the Island Games Association of PEI Games Readiness Committee and a member of the Canada Summer Games Bid Committee as well as the Law Society of PEI , among others. Mrs. Robinson holds a certificate in industrial relations from Queens University and a diploma in public administration from the University of Prince Edward Island .
